SABEL – Satellites Below the Clouds: Neues Projekt zur regionalen Umweltüberwachung

Das internationale Forschungs- und Entwicklungsprojekt SABEL – Satellites Below the Clouds wurde von einem Konsortium bestehend aus JB Hyperspectral Devices (Deutschland), Kelluu (Finnland) und der M.O.S.S. Computer Grafik Systeme GmbH (Deutschland) ins Leben gerufen. Das Projekt zielt darauf ab, neue, innovative Ansätze zur Erfassung und Bereitstellung hochwertiger Geodaten zu erforschen, um Anwendungen in den Bereichen Umwelt, Land- und Forstwirtschaft sowie Regionalplanung zu unterstützen.

Das Konsortium bündelt Fachwissen in den Bereichen Fernerkundung, fluggestützte Beobachtungsplattformen und Geodatendienste. Der Schwerpunkt des Projekts liegt auf der Entwicklung von Technologien und Arbeitsabläufen, die die Qualität und Verfügbarkeit regionaler Erdbeobachtungsdaten verbessern können – insbesondere in Situationen, in denen herkömmliche Satellitenbeobachtungen an ihre Grenzen stoßen.

Ein Kernziel ist die Untersuchung, wie fortschrittliche Sensorik und moderne Geodatenverarbeitung mit neuen fliegenden Sensorplattformen kombiniert werden können. Dabei stehen insbesondere kleine Luftschiffe im Fokus, die über längere Zeiträume in geringer Höhe in der Luft bleiben können. Dies ermöglicht die effiziente Erfassung großer Mengen hochwertiger Geodaten über weite Flächen bei minimaler Umweltbelastung. Das Projekt wird zudem innovative digitale Dienste und KI-gestützte Analysen entwickeln, um Beobachtungsdaten in praktische Informationsprodukte umzuwandeln.

SABEL bringt Partner aus Deutschland und Finnland in einer internationalen Zusammenarbeit zusammen, um Kompetenzen zu stärken und Innovationen im Bereich der Erdbeobachtung und der Geodatendienste voranzutreiben. Das Projekt trägt zu zukunftsorientierten Innovationen für das Monitoring von Umwelt- und Landnutzungsänderungen bei und unterstützt gleichzeitig die digitale Transformation von Geodatendiensten.

SABEL wird im Rahmen von eco++ durchgeführt, einem Innovationsnetzwerk, das von GEOkomm e.V., dem Verband der GeoInformationswirtschaft in der Region Berlin-Brandenburg, koordiniert wird. Das eco++-Netzwerk bringt kleine und mittlere Unternehmen sowie Forschungseinrichtungen zusammen, die an der Anwendung digitaler Methoden und KI für das Ökosystem- und Umweltmonitoring arbeiten, und bietet den Rahmen für die Initiierung und Entwicklung grenzüberschreitender Kooperationen wie SABEL. GEOkomm unterstützt das Konsortium bei der Projektorganisation, Koordination und bei der Vernetzung der Partner mit weiteren Akteuren entlang der Geodaten-Wertschöpfungskette.

SABEL wird von öffentlichen Geldgebern unterstützt. Die deutschen Partner erhalten Fördermittel im Rahmen des Zentralen Innovationsprogramms Mittelstand (ZIM) durch das Bundesministerium für Wirtschaft und Energie (BMWE) aufgrund eines Beschlusses des Deutschen Bundestages (Förderkennzeichen 16KN131121 und 16KN131123). Der finnische Partner wird über das entsprechende nationale Programm Business Finland gefördert.

The international research and development project SABEL – Satellites Below the Clouds has been launched by a consortium consisting of JB Hyperspectral Devices (Germany), Kelluu (Finland), and M.O.S.S. Computer Grafik Systeme GmbH (Germany). The project aims to explore new, innovative, approaches for collecting and providing high-quality geospatial information to support environmental, agricultural, forestry, and regional planning applications.

The consortium combines expertise in remote sensing, airborne observation platforms, and geospatial data services. The project focuses on developing technologies and workflows that can improve the quality and availability of regional earth observation data, particularly in situations where conventional satellite observations are limited.

A key objective is to investigate how advanced sensing and modern geospatial processing can be combined with new aerial sensor platforms, particularly small airships, capable of remaining airborne for extended periods at low altitudes. This enables the efficient collection of vast amounts of high-quality geospatial data over large areas while minimizing environmental impact. The project will also develop innovative digital services and AI-supported analytics  aiming to transform observational data into practical information products.

SABEL brings together partners from Germany and Finland in an international collaboration with the aim to strengthen competencies and innovate in the field of earth observation and geospatial services. The project contributes to future-oriented innovations for monitoring environmental and land-use change while supporting the digital transformation of geospatial services.

SABEL is carried out within eco++, an innovation network coordinated by GEOkomm e.V., the industry association for the geoinformation sector (Verband der GeoInformationswirtschaft) in the Berlin-Brandenburg region. The eco++ network brings together small and medium-sized enterprises and research institutions working on applying digital methods and AI for ecosystem and environmental monitoring, and provides the framework to initiate and develop cross-border collaborations such as SABEL. GEOkomm supports the consortium in project organisation, coordination and in connecting the partners with further actors along the geospatial value chain.

SABEL is supported by public sponsors. The German partners receive funds within the Central Innovation Programme for SMEs (Zentrales Innovationsprogramm Mittelstand, ZIM) by the German Federal Ministry for Economic Affairs and Energy (BMWE) on the basis of a resolution of the German Bundestag (funding references 16KN131121 and 16KN131123). The Finnish partner is funded through the corresponding national programme Business Finland.
